UA Local 78 is the union local for plumbers in Los Angeles; its wage scale comes from a master agreement negotiated by Southern California Pipe Trades District Council No. 16, which sets one wage scale for several Southern California locals. Plumber and pipefitter classifications share an identical rate under this agreement, and California's prevailing wage law applies to public works. Union apprentices train through the Los Angeles Metropolitan Joint Apprenticeship Committee.
